I en mätning från den Washington-baserade organisationen Center for Global Development kallad QuODA kommer Sverige högst bland de bilaterala (land till land) givarna och på sjätte plats totalt sett. Högst av alla kommer FN:s jordbruksfond IFAD.
Quality of Official Development Assistance (QuODA) är ett verktyg för att mäta kvalitet och genomförandet hos olika biståndsgivare som tagits fram av Center for Global Development. QuODA 2021 består av sjutton olika indikatorer grupperade i fyra dimensioner: prioritering, ägarskap, transparens och utvärdering. Läs mer om metoden här.
I sin utvärdering av Sverige skriver organisationen:
Sweden ranks 6th on QuODA 2021 and is the top performing bilateral provider. Its best performance is on the Evaluation dimension, where it ranks 1st due to strong evaluation and results-based management systems. Sweden ranks in the top 10 on Transparency & Untying, and in the top half on Prioritisation and Ownership. It could improve most on the Ownership dimension by aligning project objectives and evaluations to partner plans and frameworks. In 2019, Sweden spent the grant equivalent of US$5.2 billion as ODA, which represents 0.96 percent of its GNI.
Högst upp av alla granskade givare kommer Internationella jordbruksfonden IFAD:
The International Fund for Agricultural Development (IFAD) ranks 1st on QuODA 2021. Its best performance is on the Transparency & Untying dimension, where it ranks 1st overall. It also ranks in the top five on both the Ownership and Evaluation dimensions. It could improve most on the Prioritisation dimension (rank 7th) by providing greater support to global public goods. In 2019, IFAD disbursed US$731 million as ODA.
